RAF Marham - Project Anvil Package E

RAF Marham undertook a series of works packages to deliver the F-35 Lightning, enabling it to operate in the UK for the first time. Project Anvil, Works Package E, was the largest of the packages completed valued at £120m.  Galliford Try Lagan Construction were the successful Contractor chosen to complete this design and build project. The project required an element of runway and taxiway development, as well as the construction of hangars and buildings to house personnel and equipment.

BDPSP was employed to provide quality management to the Galliford Try Lagan Construction JV (GTLC), to meet the stringent requirements of DIO and their appointed consultants. The challenge with any Joint Venture, is that it needs to operate within the confines of each companies Quality Management System, whilst meeting the requirements of the Project. BDPSP identified the needs of the joint venture and their Client, and utilised Work Space to set up a collaborative and secure system for managing QA on site. This included:

  • Review of client requirements

  • Development key documentation for QA including a quality management plan

  • Mechanism for document control and change management

  • Setting up QA system for the on site production of asphalt and concrete

  • Reviewing the inspection and test plans required for supply, install and testing of the asphalt and concrete

  • On site auditing

  • Communication to the Client and JV teams

  • Handover to the project teams for implementation

In addition to setting up of the quality management system, BDPSP was on site undertaking inspections of works in progress, such as planing to line and level, surfacing and drainage works.  BDPSP was responsible for overseeing the development of asphalt and concrete which would be used for the works, all to be mixed from mobile plants. This included reviewing raw material data, aggregate test results, the inspection and test plans and test results from the mixes that were undertaken in the laboratories and ensuring that they met the specification.

The joint venture operated successfully and delivered this project for Defence Infrastructure Organisation, ultimately being awarded a CEEQUAL award.
